whose known life known to be devoted for some half a century to a course of
unremitted howsover fruitless labour in the service of mankind, has not even been able
to preserve his rights from an object of neglect &c

Answer 4. If, numbers being the same, this were one
objection taken from a supposed excess of power, were conclusive
objection against the Panopticon plan, how much more ought
it to be against the now proposed Non-Panopticon plan!

Under the Panopticon plan, behold the management in the least an obscure un-seated,
unofficed, unconnected, insulated individual, whose life blameless
life, known to have
been devoted for near
been for little less
than half a century
devoted to a course of
of inspired yet unremitted howsoever
fruitless toil
in the service of mankind
has not be
able to preserve his
rights from being an
object of neglect
and himself an object
of silent oppression, to
every Administration
for these last eighteen years.
where neither his power
nor whose rights have been an object of neglect, and himself
an object of oppression to every Administration under
every party for these eighteen years.

Under the Non-Panopticon plan, the management in the hands of a detachment of the
Ministry, rendering no account but to their assured propitors
the body from which they have to be been detached. Who is there
that does not know, or will be bold enough to think it worthwhile to affect not to know
that in was such all those cases the whole power will be in is in the hands of some one individual,
in whom the confidence is reposited; and and that of a number one of whom that the
nu of colleagues, who to each other are a tower of defence, the use in this respect is – by dividing, and by dividing, dissipating,
the responsibility, to encrease the that power, which it affords in demonstration they
to limit and reduce are employed to reduce?

What must be admitted is very true is – that, if the prison were a den of
, so that no mischief which, for the benefit of the tyrant, that were done in it, could be
known, the security, afforded by his being liable to be dismissed
for it if known, would not be very effective.

But that this should be urged as an objection to against the
only plan, which ever had for its object universal notoriety declared object the maximum of publicity and carried
to its maximum
and in proof of the necessity superior wisdom of a plan in which no such neither in
that nor indeed in any degree
publicity is so much as professed, seems somewhat
singular
not very consistent.

In the one part case one tyrant devil, working in impenetrable darkness, in the other a company
of Guardian Angels – such is the supposition, in which
though not declared, everything in the Non-Panopticon plan
must have been grounded is all along grounded.
