Offer 4. When the On the Non-Panopticon
plan, what the space is that is deemed requisite for the 600 Prisoners, I do not
know. In On the Panopticon plan, in case of necessity I could make less than
half what there is serve for the Panopticon experiment.
On that supposition, should there be also a sufficiency
for the Panopticon Non Panopticon system, the two could
be carried on together.

Not that on the Non Panopticon
system any other spot that should be equally well adapted
to the the personal convenience of Honourable Gentlemen such as are destined to
bestow upon it an occasional glance in addition to constant
auspices, would be equally suitable. In addition
to occasional superior inspection my system rests on
the basis of actual popular inspection, theirs, a
- any such and disdains all assistance
from any such plebeian vulgar source.

Here then, if the honour of Honourable Gentlemen could be reconciled
to the idea, the benefit of competition and emulation is
a benefit which in some cases is looked upon as worth a benefit, <add>to which in some earlier cases (for example that of the Superior highest</add>
Courts of ordinary Justice) in West no small value has been ascribed,
something might be given to the service.

For my own part, so far as I myself the interest in so far as, and in respect of reputation all consideration of the public
and the prisoners being supposed to be put
of the service out of the question, I myself am alone concerned,
were I to choose my competitors, I not of
any whom I would more gladly choose than the Honourable
Gentlemen whom in which case with those copany in that character quality I should in that case be likely to
find behold at my be honoured. Their desire can to be rid
of me can not scarce be stronger than mine would be to engage possess
in that character shape the benefit of their assistance: and, though
my general character were as noted for insincerity as it may
perhaps be for the opposite failing, in the present instance my
sincerity would be
put sufficiently out of dispute,
by the observations which in case of
necessity I should have to make to on their Report, and the plans of management which it
has served to introduce.
