1. Advantages obtainable by the making experiment of
Mr Bentham's Panopticon Plan, accompanied or not
with the suspension of the now intended Non-Panopticon plan.

I. Saving in point the respect article of capital expended antecedently
to the commencement of the service. Upon the now proposed
plan number of 600, certainly more probably not less than £300,000,
probably not less than certainly not so little as ..... £300,000.(a)

2. Expence of the per this Panopticon plan would probably not be less than
£400,000. But say no more than £300,000.
Expence per Panopticon plan would not be so much as
three £100,000.(b)

Minimum of saving Minimum of saving thereupon, or of as above ..... £200,000(a)

II Saving in respect of time consumed antecedently
to the commencement of the service £200,000 Years, 4.

£30,000 and no more being having been provided for the expenditure
of this first season, the consequence is – that if this rate were continued, then, although
the total expence were no more than £300,000, the time
so consumed would be ten years. In True it is, that in future years, when the
building season would be entire, the rate pace of expenditure
would naturally be less slow: but at the rate which has
been customary in public works, it can hardly be set
down as less than 5 years, in addition to the present even exclusive of the now
currant year.(b)Saving therefore say in Year 5.

Upon the Panopticon plan, the establishment might and
would be comleated in one year – Witness Drury Lane
theatre. A sum 17 Upon an establishment of this kind
a sum the allowance of a sum anything more so large as £300,000 would be within the space of one year would naturally be
grudged. It might not be grudged, if the £300,000
were reduced to £100,000.(b)
