Note (b) to page 2

(b) In relation to the estimated amount of Panopticon expence in
(a) the shape scarcely of capital advanced./p> <p>It will not scarcely be expected, that, without any tolerable offer some little ground for
of its supposing that it may not being altogether thrown away, I should
that the labour will not be thrown away I should
either take impose either upon myself or any other person the labour
in the hand, undertake to that would be necessary to enable me to speak, with that assurance
which I would take upon me with which, if entered upon I would be ready to speak, before anything
were to be done in consequence. But the conjecture by which
the above sum of £100,000 is mentioned, is no such random one, as might not unnaturally be supposed.
On a plan, very litt not materially differing from
that which, on the occasion in question would be pursued, my
Brother but
under the direction of my Brother, a plan Panopticon was, but
a very few years ago, actually erected at Petersburgh: and, by his
official situation at the Navy Board, he has occasion to
to keep acquainted with in this country with the
current prices.

If the contract plan were preserved, whatsoever were
the sum settled by the estimate, I would bind my
for the purpose of giving myself a rendering it manifestly
my interest to keep within the estimate, engage I would bind myself to pay
for every penny expended above the estimate, a sort of final extra or final rent, payable
out of the profits.

Here, my Lord, is a real test of sincerity. This on all
occasions is my test. Who else is there that will abide it? Not Honourable Gentlemen.
No my Lord
they will call it speculative:
and that, it
as well as any other
word, where Gentlemen
have power, serves instead
of reason, and is deemed sufficient: or, if not, the some such word as Jacobinical may be added.

If, according to an offer made below, the Contract
plan were to be given up, Ture it is that among the other effects disadvantageous effects of such a rescission, the publicity of affording this sort of pecuniary security
would be taken done away. But In this case, the sole only possible
resource would be, a public declaration on the part of my
Brother and myself a public declaration, whereby as put
on in such a case character could be pledged, our characters
would respectively be pledged, to the securing the public purse
against this any addition to the sum of money first originally requisite.
