In regard to the excess, to be expected the existence of which under the ordinary
source course of proceeding at which is customarily pursued in relation to public works
and which in the present instance of the proposed Non Panopticon
plan is actually pursued I am inclined to that may be looked upon as
howsoever uncertain the amount be looked upon as being to some amount
matter of absolute certainty I would venture to submitt it to your Lordship and
through through your Lordship, with your Lordships approbation, to Mr Vansittart, whether,
to assist in forming an expectation in relation to it
it might not be of use to take have an account taken of the difference
between estimated expence⊞ ⊞ between expence as per estimate and expence as per experience, in the instance of the such public works that as have been carried
out at the public expence for a certain number of years
back.
