Suppose a considerable number of persons so circumstanced
that in their estimation the allowance in the estimate made by each of them, the
benefit of the allowance
made to Special Jurors should to such a degree exceed
the burthen, as in the bosoms of those several persons to render the function an object of desire.
Suppose at the same that, to be capable
of being placed upon the list of Special Jurors for
the trial of any cause, it is necessary for a man
to have been previously placed upon another more
extensive list numerous, or exten say an extensive or preliminary or qualified list. In this state of things case not only a
situation place on the actually-serving list but a situation place
on the list qualified to serve, will be an object of desire
and as such, an object of solicitation.

If when a man's name man of ease placed upon the list
of qualified persons he it continues there of course, it his
has situation on that list has not any thus far any such effect as that of placing him with reference
to the person by whom he was placed there, or with
reference to any other person, in a state of dependance.

But now suppose that instead of the selection
being left to be made by pure chance, when the time comes
for taking out of the list larger number of qualified persons such
smaller number on each the occasion of each cause
shall actually serve, his finding his name placed on
this serving list shall depend upon some one or any
greater number of persons. In this state of things Thus circumstanced, he
will by the amount of the value of the situation in his eyes
be placed in a situation of perfect dependance on the
will of all such persons on whom whose will on the occasion of each
cause it appears to him that his being or not being on
that list may depend.
