3. Let the form of the law be such as shall help, as
much as may be, to fasten it in the memory.

there be any particular form by which it may be rendered
more easy to be apprehended than by another, or more
easy to be retained, employ that such form throughout in preference
already in the character of an anchor, serving to preserve them from
being swept away by sudden gusts of and in constancy. In
