Ch. 4. Printers' and Publishers' Law.
§. 1. Text of the Law.

Responsibility of the Printers and Publishers in
respect of defamation in particular terms, defamation
in general terms, and vituperation.

Art. 1. To the In every sheet(1) of paper printed within the territory
of the State, the name and abode of the Printer shall be inserted.
(1) [Sheet] For the purpose of eluding the effect of this article
it might occurr to a printer to insert in the same sheet culpable
matter and matter not culpable: and in such sort that his name
remaining in connection with the non-culpable matter, the culpable
matter being declared from it may be disseminated without
his name or any
other name.

Art. 2. Whatsoever par matter is inserted in any such
printed paper the Printer shall to the purpose of satisfaction
and punishment in case of delinquency be responsible
for such every such portion excepted as shall
have been transmitted to him by some responsible author
or communicator, and in respect of which he shall
have conducted himself as underneath adult.

Art. 3. Where to any the printer of any newspaper or other periodical miscellany
or of any separate work, the name of the some person
concerned as author or communicator correspondent shall have
been transmitted, it will the printer is at liberty to not under any
insert it or not insert as he thinks fit. obligation of inserting it: nor of making it known, unless
and until called upon so to do in course of justice:
but for his own security, as below, it concerns him to keep preserve it.

Art. 4. Lest On a printer for the purpose of evading escaping from the
burthen of responsibility, a printer should fix upon some
imaginary or irresponsible person, the eventual responsibility must
and shall rest upon the printer himself: insomuch
that of the in case of delinquency, of the communicator,
escape from the hand of justice by withdrawing himself his person
or his property eludes the hand of justice whatsoever he would be subject to
either on the score either of satisfaction or of punishment, every part
which he shall have escaped from as above the printer shall be subjected to in his stead.
