Suppose the expensive plan were so unsuccessful
it would be too late to go back to the economical one.
For the purpose of a constant influx of gratuitous, and
incorruptible, became unknown, inspectors it is to the
Panopticon plan vicinity to the metropolis was necessary.

and this is among the objects looked to and provided
for.

If Let The government plan being be adopted in the first
instance, if it should be found to fail, the expensive
plan may be taken up at any time. If the expensive
plan be taken up in the first instance, the
economical plan never can be taken up.
