For

As to the first observation, not being but an instruction
or memento, not a position it neither needs nor admitts of proof.
Of As to the other the truth of it is supposed will appear
whether the general interest of the public service be considered
of the interest of the particular branch in question of
the public service.

1. To the general interest of the public purse the advantage
that would result from the observance of this rule is too
obvious to bear mentioning.

2. As to the public interest of the particular branch
in question of the public service.

1. That the fitter the officer public servant individual
in question is in every respect for the service – the in
the case in question the public service expected at his
hands the better is a proposition not much in danger
of experiencing of finding gainsayers either doubt or opposition.

2. Be the service what it may, Relish for the employment though certainly assuredly not the
only requisite is no inconsiderable article in the list
of the elements of aptitude bearing in relation to the service
and thence in so far as that the list of re requisites bearing relation
to the service.

But the less a ma in return for the labour of the service, the
less a man receives of that which in the eyes of any man
would constitute the matter of reward the stronger more conclusive the proof
he gives that it is not merely by the consideration of
the reward, but wholly or
his acceptance of the employment
has not the reward for its sole cause factitiously attached to it, but that
in the relish he has for the employment production of the such
his acceptance the relish he has for the employment is at
any rate for some concomitant gratification naturally attached
to it, has had a
share more or less
considerable.
