1. Expence of Building upon the now proposed plan
say for distinction the Non-Panopticon plan, for 600
Prisoners as per Estimate, £260,0001† (1) Building as per Estimate. This for 1200 prisoners
would having a small possible choice of of which further on afterwards
£500,000(2) (2) Additional as in the . For Panopticon 1000 Prisoners was the
number originally engaged for: 2,000 was the number for what on the of March 1800 by register letter from the Duke of I was afterwards called upon to provide. For simplicity of calculation instead of the 1000 or the 2000 I take the above 1200.

But this forms but a part of the expence: remains
a remainder and that an unfathomable one.

Not to speak of private expence in each at
public expence I may a man may venture to say, and without fear
of disproof that within the last twenty years to go no
further back there has never been a single instance in
which the actual expence has not by a vast amount
exceeded the estimated expence.

Not knowing having at the moment any other example within
my reach or particular knowledge, I turn to that of the mint:
and there I find the amount of the addition £50 per
cent. By the an addition to this amount the £500,000
would be raised brought up to £750,000.

Thus much for building only: Remains the filling up and
furnishing of this town. As to this expence Parliament
is still compleatly in the dark. And thus it is that
all comparison, and by means because of all comparison all
exposure has been set at defiance.

The fixation of the expence on whom does it depend? upon
a number of persons of various different ranks and classes, but
all agreeing on this, viz. that it i their common interest to
Architects, suppliers of materials, and Superintending men of Virtue together
the expences to the very highest amount which it is
suffered that Parliament and the public will endure.
On the upper ground two Honourable Gentlemen of whom
afterwards: on the lower ground Architects and Dealers of
sorts far too many numerous to enumerate – too abundant and interminable
to admitt of examination.

For round numbers, and that the argument may in this way
or other get on, say though who does not see how the undervaluation must be very great!
£50,000.
Total £800,000.
