8 Sept. 1812
To Ld Sidmouth

But it may be said – something not very unlike it
has been said – when once the business is set a going
under our management we shall make up amend for this expence.

My Lord the utmost that has ever been so much as talked of
does not go extend quite so far as to the covering
the current expence after all the expence under the
above heads has been incurred.

But suppose it for argument sake suppose it to
rise to this amount. By how much, consistently with
common honesty can the public be made gainer by it?

No pretence for so much as appearing to suppose that
with all the what degree of economy which the Board could propose to itself
to employ all neat profits upon the hands in question
would exceed this nu those that would have been made by
the individual if the public faith towards him had been
the only apprehension expressed is – not that but he would get have got
too little less than a reasonable amount what was reasonable but more,
less than enough, but too much.

By the Act, if this unless this engagement be likewise
broken, compensation is to be afforded to him, and the
compensation is to be not only adequate but liberal.
But my Lord so much as adequate can it be, if found during the
the time that according to the Titles he might ought to
have, a sum fully equal at least to what he would have been
equal able consistently with much honesty be given
were allowed to him at the public expence.

In this any more than any other
case can there be two measures? the same thing proposition can it
be at once true and false? The estimated in question the on this
be made to for justifying the removal,
for reducing the expence of it in the article of compensation
another sum and a different sum – or can by any amount less?
