J.B. to Ld Sidmouth
Upon the Panopticon plan – upon that plan which
scruples not to bestow upon labour bestowed upon the management
in question is natural and proportionable proportionate
reward, I avowed the persuasion from the first my persuasion as avowed declared from the first, and in
which every subsequent thought has confirmed me
is that it might be put upon such a footing as to
be in a source rather of profit rather than
expence to government; and this all over the kingdom
all over all three kingdoms.
Had the public faith been kept with me, the
experiment at any rate would have been tried long ago and without
any expence: for by my offer the expence of the
Hulks was reduced, as the terms of the subsequent
Contracts if the Treasury Books were examined would
show.
The public faith was broke with me – and now
I could not make the experiment without that large advance expence:
the hypothetical £100,000 abovementioned.
The £100,000 it is said on behalf of the then
Panopticon plan would not afford room enough,
the £800,000 is necessary. Well: if it this is found necessary
let it then be expended, but why not first commence
with the £100,000 expence. If, for being constantly
under actual inspection prisoners apartments
and the operations carried on in them are never the
better, at any rate they will not be any the worse.
But the determination that was taken is to begin and
end with the maximum of expence.
