10 Sept. 1812
To Ld Sidmouth

In any such limited time and taken as the one that
and thus
and therefore it was that the individual was to be
was to be that his plan

Well then such being the supposed mischief, what is
the proposed remedy? The powers that would be in the
hands of the helpless unsupported, deserted individual
being too great, what are the hands in which it is proposed
to rest place it, in the view of rendering it less exposed to
abuse, and in this respect less formidable? A detachment
of the Ministry of the day acting continually under the secret directions
and influence of the main body from which they are detached
and into which they are capable of being reabsorbed
at any time.

O My Lord can it be a secret to Your Lordship?
in addressing himself to Lord Sidmouth can it be necessary
to say a man to say that without individual responsibility
responsi there exists not any such thing as responsibility?
this an act which is not the act of some one
department person is not the act of anybody?
Suppose for supposition's sake how strange soever the supposition,
suppose for supposition sake for there is no arguing
without it, that by Mr H. or Mr L. anything should do be done
success, by any such misfortune mishap will the powers of
the one or the other Honourable Gentleman be in any the
smallest degree lessened? O yes, whenever if the Ministry Administration to
which they belong go goes out: aye and immediately,
if it be in the power of this mishap whatever it be, to
cause the Administration to go out to produce the removal
of an Administration – Yes, in that case, but not otherwise.
