§. 2. Interests of the governed – Objects and features Points and objects of good government

Whatsoever be the community in question, great or small its interest
the description of its interest may be comprehended in four
words: security, subsistence, abundance, and equality:
security against evils of all sorts from whatsoever cause source liable
to flow: natural evils purely natural, produced by the unaffected undirected
hand of nature: or moral evils, the result of human agency hostility
produced by the hostile hand of man, acting within either on the part of the members themselves one towards another
or on the part of strangers: subsistence, for the continuance
of being: abundance or opulence for the maintenance support of well-being:
equality, so or rather tendency to equality in so far as that tendency the maintenance of it is not
prejudicial to any one of the three objects before it three other preceding objects.

No extensive community can remain in possession
of those objects without rulers, for the management
of the common business.

Those rulers, be they who they may, will have their
and be acted upon by two sorts of interests: their social or patriot interest, and their self-regarding
their separate, their or sinister interest.

Their social or patriot interest is the interest which, as above, they have
in common with the rest of the community, – the people over whom they rule.

Their separate, self-regarding or sinister interest is
the interest which they have as against the people.
