Sinecures Defence

Ch. 3. Sinecures indefensible: Joint Life and Reversionary Grants

On Turning to that class of Sinecure Offices which, whether the functions
to which the emolument is attached palpably are useless, or remain unperformed
executed or are performed executed by deputy, are mere pretence
for giving away squandering and consigning to depredation receiving and misapplying so much
public money, the maintenance of them, either in addition of
or in preference to pensions, is void of all colour of
reason, and is of turns with mischief in a great variety of
shapes, owes and above that of simple waste –

1. That the notion of their being given or designed intended to be
given with for any such purpose as that of operating in the
way of remuneration and encouragement to real public
service in any shape is a mere has never been better than a mere groundless pretence.

2. That being each of them the amount of their emolument
not being in any instance capable of being adjusted to
the degree of whatever it be of merit or real service by which the supposed
demand for remuneration is supposed to be created,
any such individual sinecure would always be either
too great for the service or not great enough, and that
where one was deemed not great enough, smaller others one
or more would be added by which means excess would
in every case be the ultimate result.

3. That the number of their in some instances the
quantity of the emolument is fluctuating or at any rate
variable and varying and on that account less useful in
comparison of a pension for the purpose of constituting
a reward for real service.

4. That the number of them howsoever excessive being always
limited, time when a demand comes for a reward for
real service, will no remuneration in this shape is to
be had.
