hitherto without example.
9. To provide a sort of so far as concerned the injury
to the individual a sort of colour for this injustice,
provision made powers given but without
any effective obligation for affording to them something
under the name of compensation: what compensation
must in the very nature of the case be
to such a degree inadequate or to be at best to be
more than , and by which whatever it be
so much additional and needless expence will
be charged upon the public purse.
