To Ld Sidmouth

The Right Honourable Gentlemans aversion for every
thing that the management of prisons was not
however more explicit, than his taste for virtue in
every shape, and in the shape of architecture in
particular has been public and declared: Here then
was an occasion For displaying this part of his taste,
and without any trouble about the expence, here then was
an opportunity by much too not to be neglected.

In this Right Honourable person the public has
on this occasion a trustee whose interest is and that notoriously
in a state of diametrical opposition to its own.
The service being in both cases equally well provided for, it is the interest
of the public is that the sum amount quantum of money spent upon it
shall be as small as possible. On the part of the man
of taste, not only gratification of taste, but reputation
for the sort of glory which is the reward of taste is
in the degree of magnificence and elegance: and the
degree of magnificence and elegance and it be said?
is in the expence.

By the humble individual in question no plan
of public expence ever has been or were it to depend on him ever would be
so much as thought of being proposed as a plan to be
of which the management should be in his hands, without
an arrangement by which his own interest should be
kept in a state of And coincidence with that of the public,
in so much that beyond a sum being to be limited for of
every penny shilling had beyond that sum come to be expended, the burthen loss
should in a proportion more or less considerable
devolve upon himself. Among Official Gentlemen, by
general consent ideas such as these are set down as
being at the best , not altogether without a suspicion of Jacobinism.
