Sinecures
In their fifth of their two Reports, date of this fifth
Report 14th Feby. 1788, p.94, debrets editon 1793, what they say on this subject
is in these words as follows; viz. The practice of receiving
premiums on the appointment of Clerks, though sanctioned
by long usage is unbecoming, highly unbecoming improper,
prejudicial to the public service, and ought
to be totally abolished.
In those two Reports in the composition of which
a space of not much less than 8 years viz. from 5 Septr.
1785 to June 1793 was employed the va recommendations
consist from beginning to end of that sort of
expression of will by in the formation of which no such
instrument as an understanding being necessary, no

of matter that occupies the place of reasons: expressions
strong; reasons matters strong are not weak, but absolutely
none investive, expressed discharged in the shape of those
epithets expressive of ungrounded groundless disapprobation censure
otherwise unreasoning epithets, heaped upon one
another, followed by a practical conclusion in which
natur they would have been alone those and others such as
any man would have been sufficiently
implied.
