B I L L For the Erection of a PENITENTIARY House for the
Confinement of Offenders, Male and Female, who
have received Sentence of Transportation within the

City of London and County of Middlesex.

WHEREAS an Act passed in the Nineteenth year of the Preamble.
Reign of His present Majesty, intituled, " An Act to ex-
"plain and amend the Laws relating to the Transporta-
"tion, Imprisonment, and other Punishment of certain

"Offenders :"

And whereas another Act passed in the Thirty-fourth year of the
Reign of His present Majesty, intituled, "An Act for erecting a
"Penitentiary or Penitentiary Houses, for confining and employing

"Convicts:"

And whereas Penitentiary Houses have not yet been erected; but
certain Lands and Premises have been purchased of the Most honourable
the Marquis of Salisbury, in Tothill Fields, and a Conveyance thereof
made to Jeremy Bentham Esquire, under the Authority of the said
last recited Act; and the same thereby became vested in the said

Jeremy Bentham, as Feofiee, for the purposes of the said Act:

And whereas it is expedient thhat a seperate Penitentiary House should
be built, for the purpose of confining Offenders convicted of transport-
able Offenders within the City of London and the County of Middlesex
only, or capitally convicted within the said City and the said County,
and pardoned on condition of being transported, upon the said Ground
and Premises so purchased and vested in the said Jeremy Bentham as

aforesaid:

That it may be Enacted; And be it Enacted by the KING's Most
Excellent Majesty, by and with the Advice and Consent of the Lords
