The Act above alluded to, following the example
or the original Penitentiary Act (19 Geo. 3 ch. 74)
and in short of all other I believe of all former Acts
made for the having for their object the ob purchase
of ground for this purposes of sort, of purpose, is
armed with
general coercive powers: but, in the particular
case in question, the spot being already fixed on,
and consequently the persons who are able to be dealt with known,
and the Proprietors known, the respect inspired by
the character of the Right Reverend Prelate who happens to be principally
concerned in the point of title, the confidence
entertained of his disposition to lend an assisting
hand to the beneficent designs of government, and
the assurance of his being cordially seconded meeting
with the readiest concurrence on the in such occasion
in the point of the Reverend body of
which he is the Head, all these considerations together have put so near a fear
upon the matter, that an application for previous
consent and co-operation, in as well as out of
Parliament, has been considered as the only sort
of opening at present to be thought of in the
present instance suited to the present, complexion aspect
of the business.
