& Lodging Rooms & Infirmary, a Chapel & Burying Grounds, Prison divided
into dark but airy Dungeons a Kitchen Garden & proper airing Grounds. Yards
Offices & other necessary Apartments for the sev.l Officers & Servants to be
employed in & about the s.d Penitentiary House or Penitenty. Houses Provided
always that before any such Contracts shall be made & entered into by the
s.d L.d High Treasurer or Comm—rs of the Treasury the Plan of such Houses &
Buildg.s with the estimates of the Expence of Erectg. the same shall be laid
2. before & approved of by x

Provided always & be it further enacted That no prisoner or prisoners
shall be admitted or kept in such penitentiary house or houses until
Parliament shall have decreed & directed the powers Rules Orders & Regulations
under which such prisoners shall be fed maintained clothed employed
& kept therein.

And be it further enacted That it shall and may be lawful
for the Lord High Treasurer or Commrs of the Treasury for the time being
to give & grant unto such Governor or Governors for the time being such
reasonable Salary & Allowances as shall be agreed upon between the several
parties to such Contract or Contracts to be an adequate Consideration
for his or their Undertaking to build such Penitentiary house or houses
& to superintend the Government & Order of the same or otherwise as to
the sd Lord High Treasurer or Commrs of the Treasury may seem
