throughout four Counties, which will not be liable to so many objections
that it appears to us the legislature cannot with due attention
to the interests of individuals pass it into a law. If a particular
Spot were pointed out, justice given (as in cases of inclosure Bills) to
The Lord of the Manor & several persons having rights of Common &
other rights, a particular act might perhaps be penned with a
view to the particular spot which would not be so objectionable,
especially as the parties interested would then have an opportunity,
of pointing out particular inconveniences, & being heard on the
subject: & arrangements in such case might be suggested both
with respect to the land to be taken, the consideration to be
paid, & the disposition of that consideration, which would
remove many difficulties. The bill as framed confounds parochial
taxes with rights of Common, which are frequently wholey distinct.
In some parts of the act as framed we have found it difficult to
assign a meaning to the words used.
