after the expiration of their terms are included
under the head of emancipated, can
be accounted for in no otherwise than in
one or other of three ways: death (in the
Colony or on the passage) escape before emancipation
or return afterwards. If we place
to the account of rela escapes and returns
together the 151, it seems a large allowance:
then will remain 2500 cut off by death: upon
a total of not more that 5765, a very high
rate of mortality indeed! Had the duration
of life in this community observed the general
law 5,000 for example instead of 3,070 might none have been the
number unemancipated: if instead of costing as
at present £ near £45 a head they these
5000 had cost £40 a head and no more, the apparent
free unfrugality of the of the system would
in this point of view have been thus far reduced,
but the total of the expence of the Colony for this
last year would from £137,000 been increased to
£200,000.

shipped off in 1797. This
number however can not
be added to the 3114 3070
the number of Convicts
men unemancipated and
Convicts, nor to 3114
the number of both classes
taken together: since the
numbers taken off the unemancipated
list by death
and unemanciipation together
can not but be more than
equal to this number coming
in as abovementioned. Emanciptaion
ought to carry off
every years one in six, that
is more than the amount of
the accession above portion
of.
