every week except in case of adjournments and that no adjournment shall
be made for any longer time than one week and that no adjournment
shall be made except in the case of the death of a Commissioner or
Commissioners oftener than once a And that no meeting
of the said commissioners shall be held on any day at an earlier hour
than 12 in the forenoon and that every such meeting shall continue open
(unless in the case of adjournment) for one hour at least and not exceeding
Hours. And that at every meeting to be held by the said Commissioners
or Arbitrators the said Commissioners or Arbitrators shall declare to
the Parties and to each other the time and place of their next meeting And
that on Entry thereof shall be made in a book to be provided for that
purpose And that in case an one or more of the said Commissioners or
Arbitrators shall not attend within one hour after the appointed time for
holding such meeting or shall afterwards withdraw himself or themselves from
the said meeting, the other or others of the said Commissioners shall
or may solely transact the business of the said meeting And that the
Act orders and Regulations of such remaining Commissioner or Commissioners
Arbitrator or Arbitrators shall be binding and conclusive on
all the Parties to these Presents Provided always that no business
shall be transacted by any one two or three of the said Commissioners
or Arbitrators in the absence of any other or others of them unless or until
such other Commissioner or Commissioners Arbitrator or Arbitrators shall
have omitted to attend by the space of one Hour after the appointed
time for holding such meeting or shall absent himself during the time
of such meeting Provided always and it is hereby Enacted
and Declared that no meeting of the said Commissioners
or Arbitrators shall be held without the Limits of the said Parish
of Provided
