— For the same Complaisance to the
Dean and Chapter of Westminster,
which induced them to sollicit the
Good-will of that Reverend Body,
and to specify their having obtained
it, (whether they had regularly and effectually
obtained it, or not) induced
them also to subject the PLAN to
their Consideration, though by the
first enacting Clause the Petitioners
are authorized, "at their own proper
" Cost and Charges, to design,
" assign, lay open, make, and build
" a new Square of Four hundred by
" Five hundred Feet, &c." — But
unhappily for them, and for the ornamental
Improvements they propose,
the Proviso, which follows the
said enacting Clause, leaves it doubtful,
whether the Square proposed is
to be built, or not. — And it is also
most certain, that to this Hour the
Dean and Chapter have not agreed to
