Lord John Russell's preface to his Letter to Wilberforce. Extract.
.... "There is another faction, which is in fact but the dregs
"that are to be found in every free State, and who complain because they are
"at the bottom instead of being at the top: This faction which is nothing of
"itself has been raised into importance by the misrule of Mr Pitt and his
"colleagues: encouraged by the distress of the Country, and the Bullion
"Act, and three millions of new Taxes imposed last year, they have
"assured with boldness not to say audacity all their designs. Their insel
"petitions, are insult, calumny and libel. Their grievance is the law and
"order of society. Their Universal Suffrage is no visionary scheme of
"which it can be said, the best argument for it, is its utter impracticability
"it is a downright practical plan of plunder and proscription. Confusion
"is held out as the object , forgery and murder as the means; and we are
"taught to obliterate our moral feelings as a step to improving our
"political condition."
