But all this barbarity and all this rapacity is in favour
of the one or the few, and therefore legitimate and justifiable
and necessary and laudable: if it were in favour of the many then
indeed it would be the reverse. For under matchless constitution
and English constitution the claim of men and their happiness to regard attention
and regard is not directly but inversely as their numbers
such is the arithmetic of despotism and misrule.
