Bill: shewing the
machinery for carrying
Radicalism into
effect: with Preliminary
Explanations shewing
the uses of each
feature or element
viz: secresy, virtual universality
practical
equality and annuality
On the 6th of December last 1819 was submitted to the
consideration of the public a tract paper/work intituled Bentham's
Radical Reform Bill with Extracts from the Reason
In that paper was I laid before the public in detail
a description of such a system/system of legislative machinery what may be termed the mechanism
or machinery of legislation such as seemed necessary and
in its principal points its/characteristic parts, sufficient sufficient on the supposition of its being adopted by Parliament
for the carrying into effect a reformation of
the state of the representative in Parliament upon the principle
now so well know by the name of indication
Antecedently to The time of the proposed Bill was printed on was/is printed and introduced by
sort of Preface intituled Preliminary Explanations
in which the several features arrangements of radical reform were
brought to view, with the uses and advantages which
presented themselves as attached to each feature.

1. Secrecy more
important than all
the rest together
Secrecy of suffrage, po virtual universality of
suffrage, virtua practical equality of respect and value
as between right and right of suffrage, with
annuality of suffrage are thus given as the four
elements or elementary parts of which the aggregate
called radical reform is in any view of it composed.
Secrecy[+] of suffrage is thus represented as being of more
importance than all the other element put together.
