Radicalism not dangerous

By those by whom radicalism has been pronounced
dangerous it has been seems to have been without any
exception pronounced not simply dangerous but certainly
and likely utterly destructive: dangerous destructive — meaning
always with reference to the whole body of the people — and
their happiness which is the universal happiness
and their interest which is the universal interests

These opponents of radical reform will for the present
purpose be distinguished into insincere and sincere

2. Sincere

By the insincere I mean those who seeing radical
reform dangerous as it really unquestionably and manifestly is to their separate
and sinister interests use their utmost endeavours to cause
is to be regarded as not only certainly dangerous but certainly
destructive to the universal interest: in their own
minds either convinced of its being beneficial to the universal
or not setting themselves to enquire whether it is or
no concerned as they are of its being dangerous to their own
separate interests

I By the sincere I mean those to whomwhose minds it really
dont has presented itself in the character of a measure either <add>if not</add> certainly
destructive or at the least preponderantly dangerous to the
universal interest.

To So far as regards the first what is manifest is
that no argument can how convincing so ever can be of
any use: except perhaps in a remote way, by indecision
on their part or persuasion or apprehension that by the
arguments in question the sincere part of their associates only
be convinced and brought over from their side.
