no object but subversion
of the constitution
their "machinations"
In the July Speech
there "machinations",
Lords and Gentlemen
in conjunction with
Magistracy are
called upon to "defeat"
In the July Speech a set of are alluded
to by the description of Those whose projects, if successful
(says the July Speech,) "could only aggravate the evils which it is professed to
"remedy: and who, on pretence of reform, have really
"no other object than the subversion of out happy
"Constitution. The To those persons in whom "machinations"
are imputed, and these machinations it is, that Lords and Gentleman are immediately called upon,
" in co-operation with
"the Magistracy"-
"to use" their "utmost
"endeavours" to defeat"
"on return to" their
"several Counties" to
defeat."
That the persons here glanced at were the radicalists,
will not I suppose it is believed, be disputed. But " "under the
"pretence of reform, have really have no other object" &c? by
this what is it that is meant?
Two meaning and but two can be conceived
1. One is that though

So far so good.

For any at mischief
without probability
no ground for measures.
This reason not long maintained.
On this occasion, by Lords and Gentleman in their aggregate
character, no means nothing is as yet called upon to be done
Therefore So far, so good. For, as to more or
how great so ever the evil, by the mere aim at producing
it, unaccompanied with any probability of if its being producedit no sufficient warrant for any coercive or
otherwise burthensome measure could assuredly could surely be afforded. nor with propriety be
called for. For with at mischief without mischief or probability
of mischief just ground for doing any thing formed.
Unhappily this reason did not always have not always been always long continue

OnHere, as yet , on neither the rad reform itself no imputation is cast
neither in the radical shape nor in any other , is
any direct determinate imputation directly cast. It is only on
pretence of reform that the "machinations are alledged
to have been carried on

Is it than that as by radical reform supposing
the "machinations" in question "successful" the "subversion"
in question would be produced? This is not directly
said, But this is what is intimated in at any rate insinuated and it is for in the
view of causing every body to believe it, that this phrase language is employed. is said
For the object at is th declared to be "aimed at, is "the subversion
"subversion of our
happy Constitution.
Of the mischief evil in
question the alledged
cause thing can
not therefore but be a
design, by which
the Constitution would
be affected: and that by parliamentary reform in any shape the Constitution would in a certain way be effected
can not be denied: and this was the only design in fact by which any such effect could be produced. By depredation and violent destruction of property let evil mischief [+]

Constitution would remain untouched.
