III. In further proof support of this same assurance, I shall adduce
adduce in the last place the case of Ireland, in the years
from 1778 to 1783 inclusive. Under that head I shall
in this instance likewise call to come and shew that in that case instance likewise
instead of anarchy, governance under democratic ascendency
maintained by a class of men not substantially distinguishable
from universal-suffrage - and the business of
government was carried on in a manner confessedly superior
in every respect to any in which is that same country

On the occasion of the enquiry made into the case of
Ireland as above, I was fortunate enough to meet with a
set speech made against radical reform by Mr Grattan
Ao 17894 in the Irish Parliament of that day. Anxious to discover
and bring to viewdisplay to the advantage whatsoever could with
the greatest advantage be brought forward on the side of the
question: I at the end of this Part IV I have repeated this
speech enters in the state in which I found it, accompanying
it at the same time with a few observations in the form
of Notes. I shall then leave it to be judged whether
the illustrious Orator could have been, at the time a
believer which in the doctrine which, with such
elaborate vehemence, he will be seen incubating.
