3 Quitting naked land, with or without water, let us take a short peep
at the edifices at those portions of it which are clothed with edifices.

For lodging, space
for spaces they might
serve cottagers as cott.
But each on
pain of death inhabitant must
have written reach
land suff &c sufficient
for his subsistences.
Now on the one hand we see gorgeous palaces: palaces some of
them topped even will cloud capt towers: on the other hand spatious
manufactures. Vast, of such of them these edifices the present value vast
whileso long as they continue : and persons individuals, able to occupy
these respectively in an appropriate manner, are to be found.
But, upon the scheme of in question, to not one of them
could any such occupant be any longer to be found. Here then would have
vast the distinction of value? Not that the That distinction would be
a total one: for though there would not be use individual in the
whole country capable of keeping any one of them out of
yet, till they respectively fell into compleat decay, they would
every one of them afford lodging to individuals in
considerable numbers: always supposing that within reach of
these means of subsistence in other shape would be found but
it is only be a limited extent that this condition would
be realised: at any-rate without abandoning and leasing to
decay there existing habitations of which the situation is
more commodious.
