3. For the advantage

been able to weather

3. It has never yet been shewn, nor, it is believed, can be
shewn, in what shape particular shape any preponderant good advantage
from this any such forcible and unexpected unexpectedunlooked for transfer of property
should come: should come at any time how widely so much ever distant.
That in the first instance, and for an indefinite length of
time, distress, to an incalculable but at the least (a prodigiously
vast amount would be produced, can not be matter
of doubt to any body. If, at the end of the account
preponderant goodadvantage in any shape were to be enjoyed,
it could duly be by such persons as, in respect of its
fixt property, or means of stance in other shapes, should
have been enabled to weather the storm. weather the storm. And among
scarcely would any person no person of the class now in question would be
to be found.

and not to be got rid of but by preponderant burthen in effect
shapes, the continuance of it in this shape seems productive
of a peculiar clear and distinct and peculiar advantage: namely the opposing difficulties
a proportionable difficulty to war. The power which has(most effectually)
at command, effectual a greater body of the effectual necessary and effectual
means of war than any other has — not to say than
all others put together have — such a power is surely — is in less danger than any other case
be of being forced by aggression into a defensive war of mere aff defence.
and as to offensive wars — wars for conquest or for the pleasure
of being insolent whatsoever may be the real propensity, scarcely of any no such
propensity will the existence in their own instance be avowed: wereat
least in direct forms, by any men in the situation of rulers.by such man as our present rulers.

But Yet under this
form of government
profit real or apparent
to rulers is so great, thence
propensity to strong,
all active counteracting
causes so compleatly absent,
the debt is a blessing beyond
price.

Now under a constitution a form of such
as ours, for counteracting the uppermost profit real or apparent to the ruling few, and thence the propensity to engage in needless
and useless and unjust cases be is so strong, and all others
counteracting causes so compleatly absentwanting, that the difficulty opposed
by the burthen in question to such wars, seem to use a
blessing beyond all price.
