§. Use of the National Debt in preventing war.

Though it plays not directly to the purpose of the argument, yet
indirectly the following observation may it may eventually contribute to the support of it.

In this country under the existing state of the government
these excitements to unjust and pernicious war has place to a
deplorable degree: to a greater than under any other form
of government either despotic or democratic.

In a democracy, those on whom war depends namely the
great body of the people have every thing to lose and nothing
to gain by war in any event. In a disputation those on whom
it depends may have to gain in the event of success to a certain
extent, but by any ill success they are compleat to
give and their chance of gaining is now any thing new
equal to their chance of losing.

But in this country under" the person that of its
government, those on which war depends have much to gain in
any event: whether the war be the war what is repeated in successful
the said even if it be an unsuccessful one, That What
they have to gain is patronage: patronage contingent in case of an
part contingent additional patronage: on in the case of all success, and
constant defeat, still and for a certainty there is additional
patronage. True it is that whole gaining in Ministers, they
will be having a citizen: but as to men in this situation even
the pecuniary gain in the one shape will often be, and will always appear to be
greater than the loss by the other. The gain causes but certainlyis certain, immediate<add>liquidated</add>
and in large masses: the loss is gradual unliquidated, gradual,
and in great part contingent and remed
