The evil would be all-compr — sudden certain immediate
sudden: the good, uncertain: as to a great part uncertain
as to existence; all of it, as to time. Multitudes reduced
to abolish indigence: widows and orphans more particularly. for those whose property is the whole
of it in this shape, are of the middling and poorer class.
The rich seldom confine their property to this one shape: The
loss would extend not only to the persons themselves but to their
creditors. Whatever Good these would be now, but except what consisted
in the relief from taxes. But it would be a long time before
any tax at all could be taken off: the progress of the taking
off would be slow, and after a tax were taken off from commodities it would
be some time before the benefit were it extended itself found its way to consumers. The official establishment would take care of itself
in the first place. Emolum Salaries and Official Pay in all shapes would be kept
entire: the taxes necessary for that purpose would therefore
be kept up entire
