By war, radicalists
greater sufferers than
rich: the less one has,
the less one can spare
for taxes.

Now, by war whenever there is one, more of the class
of the radicalists — in a word the impotent many — will
be greater sufferers than any that stand above them in
the seat of opulence. For, in the case of war let
for ever, let it come when it will money must be found.
It must be taken from all classes: and the less a man
has of it, the less he can spare for this or any other
purpose.
