4 Fourthly and lastly as to annuality of suffrage. Of this
element feature the plan as it is subordinate in the scale of importance (it) is subordinate
to that of universality, as both together are to [that of]
freedom and genuineness and thence of to secrecy. If in its
composition the representatives body be such, as determines causes it
at all times to sacrifice to the interest of the corporation of
the ruling few of which it makes a part the interest of the subject
many, any frequency of renewal has little better or
other and better effect than a correspondent repetition of
all comprehensive vexation and expence.

Be that as it may, if democratic ascendency as
