Some means of effecting
efficient constitutional
reform proscribed,
not so reform itself:
meetings for it neither
simply nor virtually
by restrictive regulations
Reform Bills &c presented
to Houses, But
except Brabazon Ponsonbys's
Bill in 1794
all the proposed changes
were inefficient,
and even these scorned
as absurd, abhorred
as dangerous.
Though the only meens means by which any efficient constitutional reform
could have been effected had thus been stigmatized
and proscribed, reform itself had not been formally included
in the proscription, nor even had all meetings for that purpose had
not been included as object of prohibition marked with the
mark of neither either been simply and indiscriminately prohibited,
nor or endeavoured to be rendered inefficient by
restrictive regulations. Bills and Motions and Bills
having parli a reform in representation for their professed
object, were therefore on more occasions than one
presented to made and presented/brought before the House Commons House. But with the
exception of an the Bill which so long as twelve eleven years after the
critical censure passed in the [neighbouring] Convention [by the two
Houses] in 1783 was moved in 1794 by Mr
Brabazon Ponsonby whatever was changes were proposed was so far
short of radical reform and of all real efficiency as to be inefficient,
and even these inefficient changes inefficient insignificant as they
were rejected with scorn as being absurd and with horror abhorrence
as being dangerous.
