5 §. Not lower but higher dangerous
§.2 Position & power
If any such exceptions there be, the higher the situation stature
of the man is in the scale of power, the less is the probability of
finding him in the number. The less the need a man feels
himself to have of the goodwill unbrought and imposed sources of the voluntary good office, and thus of
his good will and good opinion of others, the less is the
quantum amount of the sacrifices which it he feels it his interest naturally feels disposed
to incite at any time of his immediate and momentary interest for in the
view of securing to himself the possession of that benefit those benefits: in
a word the more nearly his appr condition approach to that
of a perfect independence with respect relation to them, the less the
need he feels of counselling having regard and paying deference to their
feelings and desires.
Accordingly that the more completely unbridled a mans power
is, the less is the regard he has for the feelings of those
who are subject to it, and the more evidently he is disposed
to sacrifice the aggregate mass of their best interests to
the most trifling and momentary interest of his own — in
a word to any caprice of his own is a truth that stands
established by experience as drawn in the histories of
all nations in all places and at all times.
