When these corresponding features in the character of man are considered
together, on the one hand part the propensity in the possessors of
power to abuse it, on the other hand part the propensity on the
part of those subject to it to submitt without resistance to every abuse of it
think how completely opposite to the truth of things the case are
these prejudices prepossessions and maxim in which in the case of
monarchy in the case of aristocracy — in the case of every
other government that the in proportion as it has a mixture of
either, the constitution, the laws, the institutions are grounded
[In point of fact] [says experience] from the Monarch, from
the Aristocracy, from the conjunction of the Monarch with the
Aristocracy that stands in subordination to him
the danger to the people, is at all times extreme. Always
at the expence of the peace, the safety security, the property and the
security at all points in all shapes of the people is the power of the
Monarch, and that of the Aristocracy acting in subordination to
him but in league with him, extending itself: till at
last the people being deprived of all power means of communicating
with one another for that purpose with a view of redress
are reduced to the most abject and remediless that of servitude.

Engagements in any shape — Charters — Bills of Rights — what
do they amount to? Mere cobwebs

So rare is a Charter granted so sure is it to be violated.

Look at the Charters granted by to the English England by King John
by Henry the third. In every expedient employed for their preservation
and promulgation in every granted of them act and declaration
passed for their confirmation, behold the evidence of
their continual violation of them.
