14 (o) Decline and final extinction of the Convention — how produced
was it desirable?

So long as that which the people desired was regarded
as serviceable to the interests of the aristocracy of the country
the aristocracy ruling few led them on acted with them and led them
on: when no sooner the people being in possession of this power
endeavoured proposed to employ it for the benefit of the universal subject many
interest, the ruling few in a word for a full used
free representation in Parliament, the ruling few deserted abandoned
them and moved against them.

Lord Charlemont his heir being the chief manager
in this desertion treachery, Mr Hardy his admiring biographer
had of course to make for this change the
best apology in his power to be put the best face he
could find upon this change. Howsoever
by personal and party attachment, there now seems Mr Hardy's own [+] grounds are not
wanting for the suspicion
that

future opinion and affections leant considerably on the
side of the people: universal interest hence the inconsistencies which would may be
scattered found scattered over his book.

Hardy p.279 "was as judicious as evil spirited." Why so judicious
"Because" (says he) "had it acted otherwise the reform
might then urged might have been called a parliamentary
"but its only proper denomination would have been a
"military reform."
