8. No sooner had democratical ascendency ceased and
Monarchico- Aristocratical ascendency resumed its station
then than the prosperity, tranquillity and morality
given to the oppo ceased, and the place of these
blessings was occupied by the opposite evils.

be termed a state of democratic ascendency, It was not The
government was not a democratic government: a democracy for none
of the Offices of Government were filled, none of the functions of
government were exercised, by any of these the men thus nor on any individual occasion any individual order given

5** or 10. During this whole or a great part of time, had they it been so
disposed it was compleatly in the power of this Confederacy Association, not
only to have new-modelled the government, but to have
effe carried into effect any new division of property, or
other plan of depredation at pleasure without possibility of effectual resistance on the
part of the government. For in Great Britain the fl navy
of the Empire was inferior to that of the enemy, and the
enemy was preparing to invade Ireland the country and the British
Government knowing this, left no more than the above mentioned
number of 5,000 men for its defence.
