[f] Ao 1778 Lord Sheffield p. 360. 361. "Arms belonging to the state, and
"stored under the care of the Lieutenants of Counties, were
"delivered to them, upon the alarm of foreign invasion. So
"for they seemed countenanced by government; but in a short
"time they caused no little trouble and uneasiness. The arms
"issued from the public stores were insufficient to supply the rapid
"encrease of the Volunteers: the rest were procured by themselves,
"and the necessary accoutrements, with a considerable number
"of field-pieces. It answered the purpose of opposition in both
"countries to speak highly of them, and the supporters of government
"in both countries mentioned these with civility.

Cause
(f ) Ao 1781. Hardy 1810 p.210 "Parliament last met, and
"on the first day of its meeting, Lord Charlemont, not forgetful
"of his fellow soldiers, moved, that the thanks of the House
"of Lords should be given to the Volunteers. The resolution
"passed unanimously; and a similar one was adopted
"by the Commons."

"mischief has yet happened. The mildness of the government
"and the good temper of the army, has have done their
"part." N.B. An army of 3000 more or even 5,000 and
those scattered in garrisons all over the Island might naturally
be good tempered in the presence of an army of from 42,000
to 60,000: the army "good tempered" and the government whose
sole support it was "mild". Such was the mildness of government
under the then existing circumstances. No cutt killing
and mangling of defenceless and unoffending men women and
children by hundreds at a time. Compare what it was under the
then existing circumstances with what it is under the now existing
circumstances
