We come here to the second of two announced
proofs of the undangerousness of reform as testified by
particular experience.
The case of the United States — it has been seen
whether it be not apposite: the case of Ireland will be
seen to be still more closely apposite.

the position that have been proved.
1 On the points in question The state of things apposite to that the question which in the
Gov United Kingdom is proposed at present by radical reform
Secrecy, virtual universality practical equality and annuality
of suffrage. But on other points the form of government not the same: the democracy
being pure, and not
having any thing of
monarchy or Aristocracy
mixt with it.
2. The Results the same. This all in the first place and in particular no subversion
of the rights of property no injury whatever to these right
3. In the next place general prosperity — superior to
what it is in the United Kingdom or under any other government upon earth.
