3. Equality. Exact demarcation
of Districts
for the purpose, none
Neither time nor law
permitted. But from
the universality followed
practical equality
as far as was
effectual, no regulation
stood in the way
of it.

3. Equality of suffrage; namely between individual and individual all
over the territory, as between and in respect of the effect and value of
the right of suffrage: the results of division into districts
quantity of population in each every district, as far nearly the same
as the necessary regard to local circumstance, and the changing
constantly and every where made on the particulars by time would will
admitt. So far as depends upon demarcation of
Districts any such equality it will plainly be seen was
impossible. For the association not being formed by law or
for in contemplation the purpose of permanence, those were no means of
marking them out the districts. But the aggregate border of the
voters being every where associated by free choice, these are
throughout the equality in question had place in so f far
as the case admitted of it, and it met with no obstruction from
the force of law.

Annuality. Not exactly
as proposed.

renewal still greater.

body of electors could
choose their delegates.
Suppose Disposition to disturbance,
that state
of things still more
favourable to the exercise
of it.

4. Annuality of suffrage. In the case in question as shall in a liberal sense
not find not indeed annuality of election established. What
we shall find is however still more democratic, still more dangerous
if there were any such danger to peace and tranquillity: the
voters being in the exercise of that their function not one day
only in the year, but every day every day in each one of the
component bodies, the Electors capable having in their power at
all times to change their respective delegates as well as their
respective leaders.
