To bring the matter to a point, and place in the
clearest view possible its bearings on the present question, I
shall render give expression to it in the following positions
each position being accompanied with the historical proofs
adding and when occasion seems to call for it, a few explanations.

Explanations of
Position 1. Democratic
ascendency what.
1. People as per Earl Grey
Ao 1794 and Pitt
1782 in bodies acting
on prudence of House &c
2. — armed, trained,
and with command,
as openly as a
standing army.
Position 1. During a course of not less than five years,
namely from 1778 to 1783, both of them in part inclusive
democratic ascendency had place in Ireland.
Explanation. To guard against misconception, by democratic
ascendency I mean what follows
1. "The people" in the words of Earl Grey doing that
which not more than eleven years afterwards, he himself
recommended "acting by their resolutions on the procedure
of the House." namely the Irish House of Commons in Ireland, as
also upon the other Constitutional authorities the House of Lords
in Ireland, the King's Lord Lieutenant in Ireland and
King, Lords and Commons in England: "and to continue
in the words of the same speech "that point accomplished
by meeting in bodies as recommended by the Minister
(Pitt.) in 1782": the very one of the very years in which
the people were then acting in Ireland
2. The people while thus meeting in bodies and then
acting upon the prudence of the Constituted authorities, were
moreover armed with arms of all sorts cannon included
and openly trained, as openly as any part of the standing
army could be.
