3. The people which thus meeting in armed bodies,
chose Delegates, and these Delegates met undisturbing
neither disturbing nor disturbed in the Metropolis of the
Kingdom in the same city and in at the same time, as
the Parliament.
4. Yet not exercising
any act of government
4. On no occasion, during this period, did the people
so associated and acting, in bodies or the Convention of Delegates
chosen by those bodies, exercise any direct act of government.
