1. In Ireland, from the years 1777 — 1778 to 1783, but for during a space
of som five or more six years years and upwards, the country being, on
war with the revolution and the occasion of the
American, war revolt, at war with France and Spain, and
Ireland under the apprehension of an invasion, the
people, in different parts of and with not more than 5000
of the standing army distributed though the island
regulars for its defence, the people in different parts of the country
associated themselves, of those in armed action of themselves in the character of volunteers, and
in this character at their own expense, armed, and
trained themselves, providing themselves even with cannon in
some places.

receiving any commission from government, and possessed not any power
of punishment by authority of law. Shame, and that power
of expulsion, which, in every body of men freely associated,
is vested in the majority by the nature of the case, were the
only means of inferringpresenting deception which they had at had place among
there their command only men as the nature of the case afforded.
