Position
The fact, that the Volunteers universally or generally had for their
leaders, had for their commanders men in the higher and
even in the highest ranks of in life, does not prove that
the ascendency thus produced obtained was not democratic ascendency
that the Volunteers were in corresponding proposition
of such as would have votes under a system
of virtually universal suffrage. For that there it as
far as appears there is reason sufficient reason in favour of the affirmative for thinking that they ever
have just been made apparent.
